Prior to joining the League, Justin spent 11 years working for three different lieutenant governors (Bell, Cox, and Henderson), serving the past 4 years as Director of Elections for the State of Utah. During that time Justin once accidentally tackled the Governor during a game of flag football and still kept his job. Justin has a BA in Political Science from the University of Utah, and a MA in Political Science from Utah State University. Justin has had mail delivered to 25 different addresses during his life (not counting work mail) and he would probably keep increasing that number on a regular basis but promised his wife and 4 kids that he’d stay put for now. If Justin didn’t need to work he’d spend all of his time with his family while traveling, hiking, reading, and performing in plays.
Margaret was appointed the Executive Director of Utah’s Department of
Commerce in January 2021 by Governor Spencer Cox. Thus far in her tenure, she has worked
on regulatory reform, streamlining the regulatory process, and reducing regulatory fees.
Specifically, she worked with legislative partners to create the new Office of Professional
Licensure Review (OPLR). The first of its kind in the nation, OPLR takes a systematic approach to
reviewing Utah’s professional licensing regulation in order to find ways to reduce licensure
burden as well as increase access and decrease cost for consumers of professionally licensed
services.
Prior to her appointment to Commerce, Ms. Busse was an adjunct faculty member for for BYU’s
Political Science Department as well as an advisor to social impact organizations. Ms. Busse also
served for several years as the Associate Director of the Social Enterprise Initiative at Harvard
Business School, where she developed an alumni impact investing program and worked on
issues such as the future of work, opportunity and prosperity for all, and educational
improvement. In addition, Ms. Busse worked as a strategy consultant at the Bridgespan Group
and spent several years at the U.S. Treasury Department as a Presidential Management Fellow.
Ms. Busse developed her passion for public service by serving for many years in leadership roles
in local government.
Ms. Busse holds an MBA from Harvard University, a master’s degree in Public Policy fromfor BYU’s

She and her husband, Franz, have five children, ages 10 to 20, and love traveling, hiking and
skiing together.

She is wildly obsessed with helping others achieve massive growth. As a Certified Experiential Coach, and NLP Master Practitioner, she uses proprietary coaching techniques and strategies, and retreat opportunities to teach her clients how to bring themselves into alignment in all areas of their life and business, accelerate their growth, and ultimately live the life of their dreams. Shantel is also the owner and founder of Core 7 Fitness in Sandy, Ut. She is passionate about providing women a safe place to grow and heal through movement, as they learn to fully love and accept themselves. This space has provided the opportunity to help thousands of women to connect back to parts of themselves they have long since buried. Through out this past decade, she has been focused on raising up other leaders and together, they are working to help and inspire others to move and fuel their bodies out of love, gratitude, and compassion.
